Lee’s Summit Airport (KLXT) is In Mode C Veil of Kansas City and therefore ADSB-B is required as of 1 January 2020. A Waiver to entry is possible per FAA Regulations.

Jeff Scott pointed out the following;
"ADAPT is the FAA's tool you can use to Pre-file a request for ADS-B Deviation to enter ADS-B Rule Airspace without ADS-B Out. Considering that KLXT is just under the edge of the Veil, I would rather expect they will have no problem with granting permission. ADAPT = ADS-B Deviation Authorization Preflight Tool. The request form looks almost exactly like a flight plan. You fill it out and file it ahead of time with the FAA and they should grant permission to enter the ADS-B Rule Airspace ahead of time.

Lee's Summit MO is a suburb on the South-east side of Kansas City with major airport service provided at MCI.  The airport of Lee's Summit (LXT) provides both a north/south and east/west runways.  The airport does not have a control tower.  Chapter 91 of the Experimental Aircraft Association has four hangers full of experimental aircraft at this airport and over 200 members. The EAA Chapter provides pancake breakfasts and Young Eagle rides every 3rd Saturday during the summer months. The airport staff is friendly and provides excellent service to the aircraft on the airport as well as for transient planes. Local attractions include major sports teams (Chief and Royals) along with the WWI museum, Science City, Worlds of Fun amusement park, shopping malls, and numerous other attractions. Nearby Lake Jacomo provides for boating and RV camping with hookups for both electrical and water.
